Hundreds of migrant deaths at sea: What is Europe going to do?

Hundreds of migrant deaths at sea: What is Europe going to do?

(CNN)After a weekend shipwreck off the coast of Italy that may have killed hundreds of migrants, the International Organization for Migrants said Monday that there may be three more migrant boats in distress in international waters, according to a post on the group's official Twitter account. Authorities still don't know the fate of many of the passengers, including children, who were on the large ship bound from Libya to Europe that capsized Saturday night in the frigid waters of the Mediterranean Sea. That sinking may be the worst in a series of disasters in which migrants have lost their lives on vessels that are too rickety to survive long voyages. "Gangs of criminals are putting people on a boat, sometimes even at gunpoint," Maltese Prime Minister Joseph Muscat said. "They're putting them on the road to death, really, and nothing else." A rescue operation is still underway for people who were on the ship from Libya, and the number of potential victims is not clear. A Bangladeshi survivor told investigators there were 950 people on board. Previous estimates put the number around 700. Maltese authorities, who are working with Italian rescuers, said around 50 people had been saved. But the Italian Coast Guard said 28 people had been rescued and 24 bodies recovered. Migrants have been attempting the perilous journey across the Mediterranean to southern Europe for years, but authorities have reported a sudden surge in the past 10 days, along with a grim spike in the number of those who are killed en route. Already this year, more than 900 migrants are believed to have died while crossing the Mediterranean, far more than during the same period in 2014, the International Organization for Migration said last week. Since the beginning of 2015, more than 35,000 refugees and migrants have crossed the Mediterranean Sea -- 23,500 have landed in Italy and more than 12,000 in Greece, according to the United Nations High Commission on Human Rights. While those numbers sound high, they were even higher the previous year. In 2014, approximately 219,000 refugees and migrants sailed across the Mediterranean, with most having to be rescued by the Italian Navy, Coast Guard or merchant ships, the UNCHR said. It is estimated that 3,500 people in 2014 died at sea. On Monday, yet another boat sank off the Greek island of Rhodes, killing at least three people, the Greek Merchant Marine Ministry said. Of the 83 people reported on board, at least 57 survived. Those confirmed dead were a man, a woman and a child. Members of the European Union must be united and act quickly to respond to the crisis of migrants risking their lives to travel across the Mediterranean Sea in desperate and often fatal attempts to reach Europe, Federica Mogherini said Monday in Brussels, Belgium. The EU high representative for foreign affairs and security policy said the European Union must fight human traffickers, strengthen Europeans' duty to save lives at sea and share responsibility when it comes to the resettlement and relocation of refugees. The latest disaster: 'Nothing less than a genocide' The capsizing of the ship that departed from Libya marked the worst such disaster so far. As rescuers approached the boat in response to a distress call Saturday night, authorities say, migrants moved to one side, hoping to be saved. Their movement caused the large, multilevel boat to capsize about 110 kilometers (70 miles) north of Libya, sending many passengers plunging into the sea. A boat carrying hundreds of migrants capsizes A boat carrying hundreds of migrants capsizes 01:27 PLAY VIDEO According to one Bangladeshi survivor, large numbers of people remained trapped inside the boat as it sank. Smugglers -- human traffickers organizing the voyages -- had locked the doors to the lower levels of the vessel, the survivor told Italian authorities. "Our troops, together with the Italian navy, are literally looking through the bodies to try to find someone who's still alive," Muscat said. While the shipwreck was an accident, Muscat slammed the human traffickers whom he accused of risking people's lives by putting them on rickety ships in unpredictable waters. It's "genocide -- nothing less than genocide, really," Muscat told CNN. The wider picture: 'A mass grave ... in the Mediterranean' "A mass grave is being created in the Mediterranean Sea and European policies are responsible," said Loris De Filippi, the president of the international aid group Doctors Without Borders. He compared the high number of deaths to "figures from a war zone." De Filippi called on European states to immediately launch large-scale search and rescue operations with proactive patrolling as close as possible to Libyan shores. "Faced with thousands of desperate people fleeing wars and crises, Europe has closed borders, forcing people in search of protection to risk their lives and die at sea," he said. "This tragedy is only just beginning, but it can and should be stopped." Cause of the crisis: 'Get to Europe at all costs' Many of the migrants who board ships to cross the Mediterranean come from sub-Saharan Africa, often traveling for weeks or months just to get to the ships. They're seeking a better life, but many are exploited by the ruthless smugglers who organize the voyages. "There is a well-oiled machine with the human traffickers, first by land and then by sea, and they feel the need for these desperate people who just want to get to Europe at all costs," said Rome-based journalist Barbie Nadeau. The situation on board the boat that sank over the weekend isn't unusual, based on accounts of previous voyages. On old fishing boats, "people are crammed into what used to be the frozen live tank compartments in the bottom of the ship," Nadeau said. "Those are the cheaper tickets. People that want to be out on the upper deck, which is the prime space, pay a little more for that service." Traffickers are believed to charge anywhere from 6,000 euros to 8,000 euros ($6,450 to $8,600) per person for the dangerous voyage, she said. Italy's response: 'Not even enough space in ... cemeteries' Italy's proximity to the North African coast puts it on the front line of tackling the continent's migration crisis. Italian PM: We will do whatever it takes Italian PM: We will do whatever it takes 01:43 PLAY VIDEO "We're swamped," Sandro Gozi, the Italian minister for European affairs, told French daily Le Monde. "There's not even enough space in Sicily's cemeteries to bury the dead." An Italian search and rescue program, Mare Nostrum, was credited with rescuing more than 160,000 migrants in the space of a year. But it ended in October because of budget constraints and criticism from the European Union that the program itself was encouraging migrants to head across the Mediterranean. The European Union's border control agency, Frontex, started its own mission in November, known as Triton, with a budget of less than a third of that of Mare Nostrum. Frontex has no vessels or surveillance equipment of its own, so has to rely on European member states to lend it ships. Europe's response: 'A total absence' of policy As anti-immigrant parties thrive across the continent, European nations are collectively struggling to cope with the migration crisis on their doorstep. "We can't act as if each tragedy is the last while crossing our fingers that another one doesn't happen," Gozi told Le Monde, lamenting "a total absence" of European Union policy on how to deal with refugees arriving in Europe. The European Commission, the executive branch of the EU, said Sunday it was consulting member states, European agencies and international organizations to prepare what it called a European Migration Strategy to be adopted in mid-May. "These are human lives at stake, and the European Union as a whole has a moral and humanitarian obligation to act," it said. But international groups say European governments are failing to do enough. Doctors Without Borders will begin its own rescue effort, De Filippi said, because "as a medical, humanitarian organization, we simply cannot wait any longer." Root of the crisis: 'The desperation subsists' European officials say the roots of the crisis are beyond their control. "As long as countries of origin and transit do not take action to prevent these desperate trips, people will continue to put their lives at risk," the European Commission said. Many of the boats operated by human traffickers set out for Europe from Libya, which has been engulfed by violence and disorder since the fall of former dictator Moammar Gadhafi in 2011. After he was overthrown, the flow of migrants from Libya intensified dramatically. Muscat, the Maltese Prime Minister, called for action against the human traffickers operating out of Libya. Security for Libya's borders is essential to "take out these criminal gangs -- these terrorists," he said. Italian Prime Minister Matteo Renzi said the focus needs to be on eradicating human trafficking and that the responsibility lies with the whole world, "not just Italy and Malta." But talk of ridding the world of human traffickers doesn't address the immediate issue of the vast numbers of migrants willing to risk their lives in the hope of a brighter future in Europe. "The people are going to continue to arrive," said Roberta Metsola, a Maltese member of the European Parliament. "The desperation subsists -- there are almost a million people waiting to board boats and come to Europe to seek a better life. And that fact has to be recognized." CNN's Hada Messia, Josh Levs and Catherine E. Shoichet and Khushbu Shah contributed to this report.

Somali Shebab bomb attack on UN bus kills at least six

Somali Shebab bomb attack on UN bus kills at least six

Somalia's Shebab Islamists killed six UN workers on Monday when they set off a huge bomb
which ripped through a staff bus in the northeastern town of Garowe.

Four of those killed worked for the UN children's agency UNICEF, while four other UNICEF
staff were in a "serious
condition", the agency said in a statement.

The head of the United Nations in Somalia, Nick Kay, said he was "shocked and appalled" by
the loss of life, while Somali President Hassan Sheikh Mohamud condemned a "brutal attack

Somalia's Al-Qaeda-affiliated Shebab insurgents claimed responsibility for the attack,
branding the United Nations a "colonisation force in Somalia".

Local police chief Ahmed Abdulahi Samatar said four of those killed were foreigners and two
were Somalis, while seven others were also wounded, two of them foreigners.

"In attacking UNICEF, Al-Shebab has also attacked Somali children," Mohamud added. "It is an
attack against the future of our country and I condemn it in the strongest possible terms."

The minibus, marked with the UN logo, was ripped apart by a ferocious blast.
"The improvised explosive device attack occurred when the staff were travelling from their
guest house to the office, normally a three-minute drive," UNICEF said in a statement.

It was not clear if the bomb had been detonated by a suicide attacker or planted on the bus.

No details of nationalities of the foreigners killed and wounded were given.

Garowe, in the northeastern region of Somalia, is capital of the semi-autonomous Puntland region.

- 'Total disregard for life' -
Shebab spokesman Abdulaziz Abu Musab confirmed the Islamist group had carried out the attack.

"We targeted the UN in Garowe, we killed some and wounded others. They are part of the colonisation force in Somalia," he told AFP.

The Shebab, meaning "youth", emerged out of a bitter insurgency against Ethiopia, whose
troops entered Somalia in a 2006 US-backed invasion to topple the Islamic Courts Union that

Shebab rebels continue to stage frequent attacks in their fight to overthrow Somalia's
internationally-backed government, as well as to counter claims that they are close to defeat
due to the loss of territory, regular US drone strikes against their leaders and defections.

They have also carried out revenge attacks across the wider region against countries which
contribute troops to the 22,000-strong African Union force in Somalia, AMISOM.

Earlier this month Shebab gunmen attacked Garissa university in northeastern Kenya, killing
nearly 150 people, mostly students.

Attacks against the United Nations are also common. In December four people were killed
when a suicide bomber rammed a car packed with explosives into a UN convoy in the capital Mogadishu.

In June 2013, Shebab gunmen stormed a UN compound in the capital Mogadishu, killing 16.
UN aid chief for Somalia Philippe Lazzarini said he was "horrified" by the attack on Monday,
which he said showed a "total and abject disregard for life", while African Union envoy
Maman Sidikou said killing those trying to help others was a "crime against humanity."

In other recent attacks Shebab gunmen shot dead a Puntland lawmaker, Adan Haji Hussein,
on Saturday and on Sunday killed three African Union troops in an ambush in the south of the
war-ravaged country.

While the Shebab emerged as a Somali Islamist group in 2006 in Mogadishu, they have
recruited across the wider region.

BBC debate:Miliband and Sturgeon clash over post-election deal

BBC debate:Miliband and Sturgeon clash over post-election deal

Ed Miliband has clashed with SNP leader Nicola Sturgeon after she said she would only
support him as PM if he showed he was "better than the Tories".

She said she wanted a "progressive" alliance with Plaid Cymru's Leanne Wood and the Green
Party's Natalie Bennett.

Mr Miliband, Labour leader, said he wanted to win a majority and would not form a coalition
with the SNP.

UKIP leader Nigel Farage also clashed with Mr Miliband on the economy and immigration in
the BBC election debate.

You can watch the debate reaction and follow text commentary here

Prime Minister David Cameron and Lib Dem Deputy Prime Minister Mr Clegg did not take part.

The debate finished with Mr Miliband issuing a direct challenge to Mr Cameron to take part in
a debate with him, telling him: "If you believe this election is about leadership then debate
me one-on-one."

The Labour leader came out on top in a snap poll. In a survey of 1,013 viewers conducted by
Survation for the Daily Mirror, Mr Miliband 35% judged him the winner, against 31% for Ms
Sturgeon, 27% for Mr Farage, 5% for Ms Bennett and 2% for Ms Wood. The Scottish part of
the survey sample gave the debate to Ms Sturgeon, with 68%, to Mr Miliband's 17%.

During the 90-minute programme the Labour leader faced repeated calls from Nicola
Sturgeon and Leanne Wood to reject austerity and form a "progressive" alliance with their
parties to keep the Conservatives out of government.

The two nationalist leaders and Ms Bennett said they would not prop up a Conservative
government.
Ms Sturgeon claimed Mr Miliband was "so scared to be bold" that he was "not even doing the
right thing by the NHS", telling the audience that "if Labour won't be bold enough on its own,

I think people should vote for parties that will hold Labour to account and make them bolder".

As the debate reached its climax, Mr Miliband was asked whether he would form a coalition
with the SNP. He told Ms Sturgeon he had "fundamental disagreements" with her over her
support for Scottish independence, adding: "It's a 'no', I'm afraid."

Ms Sturgeon said this election was about "seizing an alternative to austerity," adding: "I want
Labour to be bolder and deliver the change we need. Don't turn your back on that, Ed, and let
David Cameron back into Downing Street".

Mr Miliband hit back: "You want to gamble on getting rid of a Tory government; I can
guarantee that we get rid of a Tory government if you vote Labour."

He added "the difference is I have fought Tories all my life," accusing the SNP of allowing the
Tories to take power in 1979 by bringing down the Labour administration of James Callaghan.

'Astonishing'

Nigel Farage set his stall out early as being against the "politically correct" consensus - but he
riled the audience at London's Methodist Central Hall, saying they were remarkable
"even by the left-wing standards of the BBC".
Amid boos from the hall, host David Dimbleby said the audience had been selected by a
polling company, not the corporation.

The UKIP leader then clashed with Ms Sturgeon over immigration.
"Just astonishing," said Mr Farage in response to the SNP leader's assertion that not all

problems in the UK are caused by immigration.
"Yes you are," replied Ms Sturgeon.

'Real alternative'

Mr Farage also repeated his claim that the NHS was spending too much on treating foreign
nationals with HIV, saying the "vast majority" of people in Britain would agree with him and
the NHS should not be an "international health service".

The UKIP leader was accused by Ms Bennett of "demonising" migrants and by Ms Sturgeon of
"intolerance". Mr Miliband also accused him of "exploiting people's fears"

Analysis by BBC Political Editor Nick Robinson

I suspect the prime minister will think that tonight went pretty much as he hoped it would.
Why? Because what will stick in the memory is not the man who wasn't there but the row
that was.

Ed Miliband faced attacks from the SNP's Nicola Sturgeon backed by Plaid Cymru's Leanne
Wood and the Greens' Natalie Bennett for being "Tory Lite", letting the Tories off the hook
and not being bold enough.

This may allow the Labour leader to be seen as more moderate than his left wing rivals. There
is, though, a big chance that this will simply boost Labour's rivals and split their vote.

Read Nick's full analysis here.

Mr Miliband then claimed Mr Farage's real agenda was to get rid of the NHS and replace it
with private health insurance - which sparked a furious reaction from the UKIP leader, who
accused Mr Miliband of "lying ... in front of millions of people and you keep on doing it, and

lying won't win you the election".

Plaid Cymru leader Leanne Wood challenged Mr Miliband to hold an "emergency budget" to
end austerity if he becomes prime minister, but Mr Miliband did not rise to the bait, insisting
Labour had plans that would help working families.

In her closing statement, Ms Bennett said: "The Green Party are the real challengers offering
a million new jobs, combating climate change, protecting vital community services.
Challenge the establishment. Vote Green."

Earlier this month, the five party leaders - together with Mr Cameron and Mr Clegg - clashed
in the first televised debate of the 2015 election. That followed a live question and answer
programme in which the prime minister and Mr Miliband appeared separately.

There will also be a special Question Time on BBC One, a week before polling day, with Mr
Cameron, Mr Miliband and Mr Clegg appearing separately on the programme to answer
questions from a studio audience.

Mr Clegg said he had been "denied the opportunity" to speak in Friday's debate because
David Cameron had not wanted to take part. Mr Cameron agreed to do one TV debate with six

other party leaders, which took place last month.
It was decided that this debate would be for party leaders that were not in government,
meaning Mr Clegg was not offered a place on the podium.

Mr Cameron said this evening's debate was "part of the deal that was done to unblock the
log-jam about TV debates" and he was "delighted that I played a role unblocking that log-
jam". He said all participants in it were arguing to "abandon the plan that has turned this
country around and has got us more jobs, more livelihoods and more business".

Responding to Mr Clegg's complaint, a BBC spokesman said broadcasters had worked hard to
ensure "that their audiences were offered the best possible combination of programmes to
help them engage with the election, to inform them about the issues and to scrutinise the politicians".

He added that the BBC was "satisfied" that its range of election programmes met the
obligation to provide "due impartiality" and all relevant parties had the chance to put their case.

Former US Secretary of State Hillary Clinton has formally entered the 2016 race for the White House in a bid to become the first woman US president.
She launched her campaign website on Sunday, telling Americans she wanted to be their "champion".
Mrs Clinton ran for the Democratic presidential nomination in 2008 but lost to Barack Obama.
The overwhelming Democratic favourite, she had been expected to declare her candidacy for months.
In a video on her website, Mrs Clinton declared: "I am running for president".
"Americans have fought their way back from tough economic times," she said, "but the deck is still stacked in favour of those at the top.
"Everyday Americans need a champion and I want to be that champion," she added.

The video features a number of Americans talking about their hopes and aspirations. It ends with Mrs Clinton saying: "So I'm hitting the road to earn your vote because it's your time and I hope you'll join me on this journey". Mrs Clinton's team said would spend the next few weeks building up grassroots support in the early Democratic primary states; she tweeted that she is on her way to Iowa. She is expected to hold her first rally, officially kicking off her campaign, in mid-May.

Analysis: Gary O'Donoghue, BBC News, Des Moines, Iowa The launch of Hillary Clinton's campaign for the presidency was meant to be low-key. It was meant to reflect the idea that it was all about ordinary Americans and the everyday concerns of the middle class. But whether she likes it or not, Mrs Clinton is a huge name in politics and reinventing herself as the embodiment of change won't be easy. True, she is unlikely to face any stiff competition from her own side for the nomination, but Republicans have been unrelenting in their attacks on her and that will only increase. She will also have to find a convincing vision for America that will capture the imagination of the voters. Elections are usually about the future and Mrs. Clinton has to prove that she's not all about the past. Twitter reaction Is this Hillary Clinton's time? line Mrs Clinton has already had the backing of Mr Obama, who told a news conference at the Summit of the Americas in Panama on Saturday that she would make an "excellent president". And her successor in the post of secretary of state, John Kerry, called her a "good friend", telling ABC's This Week programme she "did a terrific job of rebuilding alliances that had been shredded over the course of the prior years". But the attacks from the Republicans have already begun. Republican presidential contender Rand Paul criticised Mrs Clinton for her handling of a September 2012 attack on a US diplomatic compound in Benghazi, Libya, in which the US ambassador was among those killed. He also said questions remained about funds received by a charity set up by Mr and Mrs Clinton. Jeb Bush, former Florida Governor and brother of George W Bush who is also considering whether to stand as a Republican candidate, tweeted: "We must do better than Hillary." line Hillary Clinton - her Washington career so far Tried to reform US healthcare during husband Bill's first term as president (1993-1997) but her plan never reached a vote in Congress Stood by her husband when his affair with White House intern Monica Lewinsky was exposed, 1997-98 Elected as Democratic senator for New York, 2000 Voted in favour of the Iraq war in 2003 but later distanced herself from the war Ran for the Democratic nomination in 2008 but conceded in favour of Barack Obama Served as US secretary of state 2009-2013 Embroiled in controversy over the attack on a US consulate in Benghazi, Libya in 2012 Investigated by the State Department for her use of a private email server, circumventing legal requirements line View comments268

Sementara Team A (SMA 3 Bandung) mendapat nilai 30 dan Team B (SMA Negeri 3 Surakarta) mendapat nilai Nol.

Putaran 2 Adu Cemat

SMA Negeri 3 Bandung Mendapat skor Nol
SMA Negeri 3 Surakarta mendapat skor 50
SMA Kolese Kanisius Jakarta, mendapat skor 10

Putaran 3 Strategi (kotak-katik)
sementara SMA Kanisius hanya 10 point.

kemudian turun kembali 65 kemudian naik lagi 75, beruntungnya SMA kanisius mendapat extra
Meskipun begitu pertarungan masih
berlanjut SMA Kaniius sempat meraih nilai 85 kemudiah turun lagi menjadi 80, sementara team
lain tertinggal jauh mendapat skor 10 dan 25 bahkan sempat turun lagi, dan akhirnya
pertandingan strategi kotak-katik dimenangkan oleh SMA Kolese Kanisius.

Soal-Essay

Team A
menjawab Essay pertama yakin tetapi Essay kedua tidak yakin. Sementara Team B menjawab

pertandingan berikutnya sekaligus dikarantina. Kunci tersebut diberikan kepada Team C, yaitu SMA Kolese Kanisius
kerna mendapat skor 145.
